Public Comment
Ravjeet Singh shared faculty experiences with students requesting recommendation letters for transfers and the need for advance notice. She suggested having some type of counseling or orientation to provide students guidelines on timing and etiquette.
Jacob Chen, student representative, DASB, explained the importance of giving teachers ample notice for writing recommendation letters. Students should make the request 1 1/2 months to 2 months in advance.
Mary Donahue provided an update on the Foothill campus map, room location, and detailed directions for the upcoming joint Foothill and De Anza Senate meetings.
It can take, depending on traffic, easily 30 minutes to get to Foothill from De Anza, then park and walk up the hill to the Toyon Room 2020.
If you have not been there for a while, please note that the main road around the campus is now one way instead of two-way.

Review the two J1 update documents related to RSI and Accessibility s before the joint meeting with Foothill next Monday. Come prepared to discuss. The updates focused mainly on asynchronous and hybrid classes.
At the joint Senate Meeting next Monday, we will reflect on how RSI and Accessibility will be reflected in the J1.
College Council - additional faculty positions
The College Council approved two additional faculty positions, an emergency hire for paralegal and a pride center community center counselor.

The meeting will address and get feedback from senators on the proposed resolutions for the upcoming ASCCC spring plenary.
The March 16 meeting may be canceled due to some officers being out of town.
AI Fellow Update
Chesa Caparas, AI Fellow, presented findings from AI download sessions conducted with 32 participants, highlighting the need for transparency and guidance in AI adoption.
Participants responded to three main questions. The takeaways were: 1. Information is siloed, 2. Modality affects AI adoption, 3. Uncertainty about the curriculum.
Participants expressed a desire for centralized guidance and a shared understanding of AI expectations, leading to a recommendation to engage more stakeholders and cultivate a culture of psychological safety.
Chesa emphasized the need to address the trust gap in education and suggested identifying trusted leaders to facilitate digital transformation and provide clearer communication about AI adoption.
Chesa presented her plans as the AI Fellow, which included providing a centralized space for campus-wide AI initiatives and establishing an AI community of practice for upskilling and knowledge sharing. She emphasized the importance of AI education that focuses on ethical and responsible use, highlighting upcoming professional development workshops on AI ethics and responsible use.
Participants also discussed the importance of balancing the use of AI tools with critical thinking and ethical considerations, particularly in the context of equity and environmental impact.

Use of Artificial Intelligence
De Anza's Academic Senate adopted the following on March 17, 2025:
De Anza College recognizes that artificial intelligence (AI) tools have a range of applications that can enhance student learning and support academic success. However, AI can also be misused in ways that undermine the learning process. If your instructor has established a course-specific policy on AI use, you are expected to follow those guidelines. In the absence of a specific policy, students must use AI tools in accordance with the Foothill-De Anza Community College District policy on Standards of Student Conduct. This means that when students use AI, the work submitted represents the students’ knowledge and skills. If you are uncertain about appropriate AI use in your coursework, consult your instructor for clarification.

Police Chief's Advisory Committee (PCAC) Report Out

The report focused on the concerns related to theFlock surveillance system installed on campus in 2023, which captures license plate data. After discovering that the company had enabled unauthorized data sharing features without transparency, the system was shut down on February 15th, 2026, and all cameras were covered. Flock was defaulted to be turned on and any outside agencies (DHS, ICE, CBP, FBI, etc.) can access the data without any legal request. This was illegal according to Californian law. The campus police conducted an audit, and did not find evidence that DHS, ICE, or CBP have used the data. However, the FBI did access them.
While the system was useful for tracking criminals, concerns about data privacy and lack of transparency may lead to a termination of the contract, with the presentation to the Board of Trustees for a final vote
GE Committee Update
The Senate continued and completed its review of the GE General Education committee’s work and recommendations.The discussion focused on curriculum processes and the General Education Committee's recommendations.
The final items were Charges 4 and 5, which focused on policy and workflow improvements, respectively.
The group discussed recommendation 8 for creating a GE community of practice, which would support incorporating global historical and environmental context into various disciplines.
They reviewed Charge 5, which focuses on supporting the integration of GE elements into classroom teaching, and the challenges of balancing academic freedom with institutional requirements. The discussion highlighted the need to create opportunities for faculty engagement and provide support for implementing GE requirements in a meaningful way, rather than just as a checklist item.
There was a discussion about curriculum changes and the decentralized nature of curriculum updates, which varies by department. The group discussed the need for better support for new faculty and part-time instructors in navigating these processes.

Senators discussed widely important goals. For example, there was a comment on “Digital Transformation & AI Readiness.” The goal should be expanded to include larger/various innovative tools rather than limiting digital tools and AI. Some words in the goals need to be clarified.

The group discussed concerns about the strategic plan's overemphasis on AI and digital transformation, arguing for a broader definition of innovation that includes various technologies and sustainability initiatives. They questioned whether the plan adequately addresses climate change and environmental sustainability, given recent local disasters. The discussion also touched on the role of technology in implementing digital literacy requirements.

Dual Admission and Enrollment Clarification
The need to clarify the definitions and purposes of "dual admission" and "dual enrollment" programs, with participants expressing confusion over the terminology and its applications. It was explained that dual admission involves conditional university admission for students who did not initially gain acceptance, requiring specific course completion at De Anza with a guaranteed transfer. Dual enrollment, on the other hand, refers to high school students taking college classes. Participants discussed the need for further clarification on these programs, particularly regarding their goals and how they differ from existing transfer agreements.
The discussion also touched on the importance of aligning Career Technical Education (CTE) programs with labor market demands, emphasizing the need to ensure that programs lead to high-wage employment and address socio-economic advancement.
The group discussed the five goals of the strategic plan and agreed to have further discussions with Foothill colleagues at upcoming meetings.
